Phillips Strickland

Phillips’s legal background includes regulatory, administrative, and government law, with substantial experience across numerous Mississippi state agencies and the insurance industry.

Phillips began his legal career as an insurance regulator with the Mississippi Insurance Department. For ten years, he served in roles of increasing responsibility within both the Legal and Life & Health Actuarial Divisions. His work frequently required collaboration with businesses, federal agencies, and insurance regulators across the state and nationwide.

As an appointee of Insurance Commissioner Mike Chaney, Phillips served on the Mississippi Autism Advisory Committee, serving multiple years as Chair. He also served as Insurance Department representative to the 70×2020 Colorectal Cancer Screening Initiative, a cancer screening effort led by the University of Mississippi Medical Center.

Phillips has private sector experience as in-house Senior Counsel for a privately held insurance company, where he led the company’s regulatory compliance team. Most recently, he served as a Special Assistant Attorney General in the Mississippi Attorney General’s Office, where he provided legal counsel to numerous state boards and commissions and served as an administrative hearing officer.

Phillips earned his Juris Doctor from the University of Mississippi School of Law, where he also completed the Criminal Law Certificate program. He received a degree in Psychology from Mississippi State University and has been an active member of the Mississippi Bar since 2012.

Phillips lives in Madison, Mississippi with his wife, Halley, and their two sons.
